Schumer plans first vote on Democrats’ economic bill on Saturday

“In order to provide information to Senators, the Senate will be meeting at noon Saturday,” Schumer said in his remarks to the Senate. “We expect to vote on a motion Saturday afternoon to advance the settlement legislation.”

After the vote, there will be a debate of up to 20 hours. After debate time, there will be a process known colloquially on Capitol Hill as a “vote-a-rama,” a marathon amendment vote with no time limit.
Democrats are trying to end talks and get their way through the economy before leaving town for a month-long recess in August. The bill still needs to be approved by Senate members to make progress under the rules surrounding the settlement, which would allow the legislation to pass by a simple majority.

It is unclear when MP Elizabeth McDonald will announce her decision on the package. A Democratic aide told CNN that the Senate Finance Committee’s energy provisions — most notably the Clean Energy Credit — are scheduled to go before Senate members on Friday.

Schumer announced a deal with West Virginia Sen. Joe Manchin last week that included some of the party’s key goals on health care costs, taxes and tackling the climate crisis. While many details have not been disclosed, the measure would invest $369 billion in energy and climate change projects with a goal of reducing carbon emissions by 40 percent by 2030, according to a one-page fact sheet. For the first time, Medicare will have the power to negotiate prices for certain drugs and limit out-of-pocket costs to $2,000 for those enrolled in Medicare drug plans. It will also extend for three years the expiring enhanced subsidy covered by the Affordable Care Act.
All 50 senators who caucus with Democrats need a support vote to advance. Senator Kyrsten Sinema of Arizona is a key holdout. CNN reported earlier on Thursday that Sinema was seeking an additional $5 billion to help Southwest Airlines cope with its multi-year drought, as she considered whether to back the deal.
